When I lived in apartments, I always lived on the first floor, with large dogs (60+ lbs) I did not want them running on the neighbors heads. I know what that sounds like and it can lead one to drink!

Anyway, I had a dog-door for my sliding glass door. My dogs had access to the patio and to go out and do their business anytime they needed too. I cleaned it up daily, sometimes more often if they pooped more often. I did not want to draw flies or have ordor (poop or urine.) No stains, no smell...no complaints from neighbors.

They still got their walks but they were able to use the patio.

Now we are in a house with a big yard...just can't compare apples to oranges.

I vote for doing what is best for pup and mom, whatever THAT looks like.

Yes, she probably can. Its not going to be easy, but a border collie is more likely to understand and try than a lot of other dogs might. She's going to need to consider a way to exercise the dog, but as someone with an equilibrium issue, I must say there are good days and bad days. I'm sure she will manage. Don't let the naysayers dishearten you. Treadmills ARE an option for days that the dizziness and balance suck. It doesn't take long for a border collie, a husky or a shepherd to figure out how to use that for exercise.
Use the same methods you would use on a puppy, and she'll probably litter train. Teach her to help by picking things up, finding things and carrying a pack - having a job makes a working dog happier.
