Some people really should not have dogs or any animal for that fact ? (attack, owner)

I watched the news last night and this lady was attacked by a dog and bitten what I would call severly and when the attack was threw she asked the owner of the dog to please call the police and the ambulance and do you know this idiot told her "That is not neccessary " and went back into his house . Now there are no charges against him ? that does not sound right . This guy does not need a dog or any animal for that matter . Some people are so stupid I hope the lady sues his pants off .
