Promoting a prison term plus fine is a delicate subject ,but the abuses witnessed these days has got to be diminished by harsher penalties. Some owners cannot provide food and facilities for their animals and in some cases are a quarter low mentally ( uneducated in nurturing and caring for any animals) . Many animal owners discipline even puppies via slapping, kicking and even allowing collars to grow into errroded flesh and not only puppies but grown dogs. We have seen emmaciated cows ,horses, pigs, lamas, cats and wild life. These ignorant people must be slapped back!!! We collectively must support Humane Socieities to get help and local cruelty prevention units are a growing entity!!! Post disaster intervention, recovery from fighting ring injuries , lost animal assistance, emergent surgical care funding, initial funding for food and meds in cases where emergent owner health creates abandonment of pets. Clean water (I prefer a Seychelle 55 gal water drum filter) , earmite control, shots updated , mange control.wound treatment, deworming, claw trimming. Re establishing socialization, running, playing, treats and love.
Where I live the SPCA will only act if the animal is being starved. They can be neglected, abused, and denied the means to exercise, and they don't care.
It's very sad.
I think some people should never have pets, or any animal if they haven't the time or desire to take care of all of their needs.
