Neighbors won't leash their dogs (pitbull, clean, aggressive, cleaning)

My new neighbors have been a nightmare. They have two large dogs and refuse to leash them. I am terrified of dogs I don't know. After complaining to the rental office they said they spoke with them and promised to use a leash. They used a leash for their dog that is considered a more "aggressive breed" but still not for the other large dog. They would not leash either of the other dogs if two people were out walking the dogs. After seeing they didn't leash both dogs I had animal control visit. After the visit they and the rental office said they want picture proof because they lied and said they leash the dogs. They were angry over the animal control visit they stopped using a leash for the "aggressive breed" dog.
I'm not sure where to go from here. Everytime I enter and leave the apartment I have mace in hand and I look around in fear. I've considered talking to them but I doubt that would do much. I was thinking about standing on my enclosed patio and filming myself nicely asking him to leash his dog while it's off leash. If he refuses I could send it to animal control. I am looking into getting a security camera and sending lots of photos to animal control and management.
I would appreciate any suggestions on how I should deal with this matter.
I forgot to mention a family friends' husband was murdered over a similar situation. She told the neighbors kids to stop playing in her flowers. They argued when her husband came out to resolve the argument he was shot and killed.
Take the Pic from a Distance. IF you don't want to be noticed use you Cell Phone. I have had to do this several times as LL was trying to say I didn't clean up after my dogs. Actually handed her a Pic of dog in middle of Pooing on my Patio!! This tenant also left her tiny dog out in a Blizzard, Run loose ALL day!
If you are living in fear and carrying mace for this specific purpose, why not move?
When I was living in my apartment, I had a neighbor who took it upon himself (for reasons unknown to me) to tell management that I had a pitbull mix (not allowed) and that I was not cleaning up after him. I had a long chat with the manager about this- upshot was that we had a good giggle about my dog being anything remotely close to a pitbull, and that, without any proof or corroboration, they take claims of not picking up after a dog as simply a "he said/she said" situation that they cannot and do not do anything about.
Let's say you're able to get a picture or video- you say that you're concerned about retribution. My experience with "pitbull guy" leads me to believe that people cannot be trusted in these sorts of situations. I would assume that if a complaint was made, the next step would be for management to contact them with a reminder about leash laws. I don't think animal control would be likely to get involved with a simple leash law violation issue.
I suppose, if I were in your situation, the ultimate question to myself would be "is this all worth it?". Yup, I know moving is a hassle, and no, you shouldn't have to move. But, IMO, living in fear is no way to live.
keep calling animal control, you don't want to end up like this story

I'm really concerned about my safety and the safety of others I see people outside with their kids and responsible dog owners with their dogs on a leash I would hate to have anything bad happen because they are irresponsible

Of course it does. He is not as concerned because he is a big guy he would have a better chance fighting off a dog than I would. He could also just shoot a dog if it attacked him. I on the other hand would rather not carry mace and look over my shoulder all of the time. His solution is just carry a firearm if it tries to attack you shoot. He was almost attacked by a pitbull in this neighborhood but that person moved. The dog ran out of their house and started chasing him while he was taking out the trash he yelled at the dog and took a fighting stance so it backed off. He said if It was me I would have been mauled. The owner didn't even apologize. He just said oh I bet you were scared weren't you. After being told to leash the dog he said oh I'm moving anyway. So no I'm not exaggerating these people are a holes. After that he decided firearms are the way to go. I honestly don't know if moving would help. Austin is very dog friendly. I've heard of people doing this all around the city. That's why he is reluctant to move because he does like the location but it seems like people in this entire city behave that way.
edit: he also escorts me to and from my car whenever he is around
In my opinion 60% of the problems in apartments have dogs as their cause one way or another, and the other 40% is noise from the apartment above.
I'm afraid the only way to solve this particular one is to move. Your BF's attitude is to shoot first and ask later; that's ok for him I guess. If your BF is not concerned about your fears then I wonder why.
