I have asked for advice couple of months ago for my neighbor's dogs. They did disappear for about 1 and half month. But since the end of last month i found they behaved like before again.
After i reported to my landlord, they put a screw under my car tire as a revenge. Will it work if i report to animal control or the department of living environment? They weather in my city is still not the season for AC, i can't open the window due to the dog issue.
As the pic shows, the dog is pretty close to my window. The worst thing is he has two dogs and walk three times a day.

Plant rosemary. The strong fragrance should repel them.

Did you attempt to do anything other than reporting them before? Document and report them again and keep doing it. They are still ignoring the rules of your complex. Animal control may have nothing to work with. Pooping and peeing on private property isn't really their concern. Posting rules for your complex is up to your property manager. So is enforcement.

Did you actually see anyone put a screw under your tire? A tire can pick up a screw just about anywhere.

I can't imagine a dog peeing outside would keep me from opening the window.

How long can any whiff of smell last, from that?

The tenant agreements did have rules:Tenant agrees that the pet will not disturb the rights, comforts, and convenience of other tenants in the apartment complex. This applies whether the pet is inside or outside of the Tenant’s apartment.

My pet monitor saved a video record for the screw, and the police also filed a document. I didn't call to account as i had found the screw before starting my car engine.

It really horrible especially when the dog has loose poop

Since the first floor apartments only have windows flush with the grassland, when the window blow the smell into home, the smell can last for 20minutes. The pic may cannot show the distance, its about 30cm-50cm away from the window

I have tried to negotiate with the man last Dec, but he told me it's the public area and he has rights to do this.
I have received email from the office, they have required him to stop it, he definitely broke the tenant rule.

As I suggested before, report it again! Your property manager needs to know this is still going on. Be the squeaky wheel. The dog owner has been notified once but still isn't complying. The manager needs to know this. You've tried to reason with the dog owner. Don't talk to him. Now its up to the manager to do something.

Please don't use mothballs. They are poisonous to wildlife.

I'd install a camera that is motion activated and record it. After you have a few instances of the dog peeing there, take it to the apartment management.

What a disrespectful neighbor. Besides calling the health dept. reporting your neighbor and asking for help....Heres a link for do it yourself dog repellent. https://www.hunker.com/13406097/how-...-for-your-yard with some products advertised for the same purpose.....one of these might work.
