Maybe, but maybe not. Shutting down the government backfired on the Republicans during the Clinton administration and they didn't try it again, and it's not likely to work now, but the Tea Partiers are nothing if they're not stupidly bull-headed.
It's always interesting how doomsayers are strident champions of their pet theory, verbosely defending it against everyone that is skeptical, up until the day that it fails. Then they refuse to even ackowledge they ever said it, or remotely own up to the screw up.
