What is rent-seeking then? I've understood an example of it as a major corporation refusing to consider locating a business in a certain locale unless they are offered incentives like tax breaks or some other sweetheart deals that cost taxpayers.

Yes, and it is legalized bribery, but accepted since there is a net benefit to the city/state, namely jobs. Look at Boeing as an obvious example.
