I would like to know because our state department has lost 6 billion of amercan taxpayers dollars. I would like to be so lucky as to find a fraction of that one day.

Hmmn, doesn't seem to state 6 billion was lost. Just shoddy paperwork concerning it.

Sure, billions do get lost due to graft, scam construction, etc. It's a cost of doing business in much of the world.
