There are two different things, how they are written, and how they are enforced. From several sources (moms with kids) if you don't have one room per kid you can expect trouble. Enforcement end, one room per kid. I don't know if it is written.

That's the same source as the "if you try to discipline your child, you'll get charged with child abuse" urban legend. Stuffing 6 kids of different ages and sexes into one 8 x 9 bedroom in a trailer is a bit different than 2 sisters or 2 brothers sharing a 12 x 12 bedroom.
