The Georgia/Carolina's region has impressive concentration of high tech manufacturing plants due to low COL and availability of highly skilled labor force.
Probably because Boeing has been making the 787 in Charleston since the end of 2011, so it's easier just to shift all of the manufacturing there instead of splitting it between Washington and South Carolina.
A big factor is demand. I read somewhere Boeing has cut monthly 787 build numbers from 10 to 6 for the foreseeable future. Given that it was best to pick one build location and they did. Given WA's more and more business unfriendly environment.....this was predictable. With 747 builds going to zero in couple of years things look more and more precarious for Boeing in WA. over the long haul.

The plant in Everett WA can't handle 787-10 fuselage for final assembly so cheaper to move to SC. WA was assembling 787-8 and 787-9, SC was doing those plus the 787-10. To consolidate had to move to SC.
Why just manufacture overseas? It will undoubtedly be cheaper. Plus the product is already meant for long distance travel. So after you build it, you can stuff it will other items manufactured overseas, and fly all of it back stateside for sale. Or just start using it from closest airport. Mexico probably a good location. There get lots of air traffic already.
