a) legislators believe there is a better plan available, which they will promote soon?
b) legislators don't want to be associated with a plan initiated by the Bush administration so close to elections?
c) legislators believe it is better to live with the immediate consequences in order to let the market correct itself?

Apparently legislators heard in unprecedented numbers from constituents who DID NOT want the bail out to pass. Since it's so close to the election, they actually listened.

B,C and D in my opinion. I think we should thank ourselves that our political system still works and the people voice was heard no matter what the outcome.
I'm going to go with B also. If something doesn't manage to weasel its way through before November then they'll just pass a similar bill after elections.

When George bush said, "This absolutely needs to happen." - I cringed.
And they asked for 700 Billion with no oversight & no ramifications if it was misused, no strings attached - Hello - are you high? Where did they get the number from anyways? What the hell are they going to do with it? Why bail out people who obviously can't do their jobs?
Let's see. Banks made bad business decisions. Banks lose money. Obvious fix...give more money to the same banks.
