I used to work for Caterpillar. One of the things our city offered them was free water and free land. I know the State of Georgia offers companies (almost free) internet and web hosting services. I know, because I used to provide the service. It's one of the many "perks" you get for moving or locating your business there. Underhand dealings? Or good business? If you think this is bad, try to do business in Japan or Korea without offering "incentives."
