I would hope the IOU's start with the salary of the governer and legistlature and top of the line managers and manipulators. Laying the weight on the poor and disabled who might not be able go go look for a bank is wrong. If they are fair everyone who gets a check from California has a slice issued with an iou.

Basically they will do what they have to to keep the stae runing and that includes personell. Nothing gets done without them and programs that are total cost will get hit hard that provide no basic function of government.Entitlements is the target of spoending that only comes when governamtn has excess money bascially. The functions like safety;atwer;sewer and other services have to conitnue but many at a allower rate.
