This is just hysterical. Lobbyists for small banks say the Fed/Treasury are discriminating in doling out bailouts and they want some money too.
Geithner says in this article he expects "tens of billions of dollars" to start rolling in as the big banks pay back their loans.
It looks like something is in place though as there is a Nov deadline for small banks to apply. This is the first I've read about the small banks though.
