GED requirement in New York (community college, school, student, prep)

Hello all. I'll go to NYC for ESL this fall. The program will last for 48 weeks. I'm already done researching on google but so far no luck. As you see, except for the language school that I attend, I'm not currently enrolled into any other college in NY. Am I elegible enough to take GED prep class and apply for GED test?

Sum it up: Can an alien non-immigrant F1 visa student, currently not in any College or Community College, mid 20, take GED test?
