Even with your GPS turned off, if you use your phone or depending on what sort of phone you have and it is even just on there are ways to find your general location. If your phone is off, though, they won't be able to find you, obviously.
Our kids schools just changed the rules on cell-phone use. They used to make the kids keep the phones in their lockers, or not bring them to school. But then you'd have kids forgetting to turn their phones off or the ringers off so phones would be going off inside the lockers all day. So then they allowed the kids to carry their phones with them, but to make sure they were turned off at all times. This worked out fine. But for whatever reason, they recently changed the rules to allow the kids to keep their phones turned on, if they want, but they are only allowed to use them during breaks, lunch, and before and after school. If they are caught using them during class - without a teacher's permission - they can be taken away and a parent has to come up to the school to retrieve it.
RFID does keep data logs. You can use RFID to see who went where and at what time and things like that. I don't really get how that's not tracking data about people?

"Tracking data" is much more aptly described as maintaining data logs and there's a world of difference between logging RFID data, and real-time continuous of tracking people's movements. Not all wireless communications are created equal.
Your general location can be traced using an IP Address. They cannot get your home address or anything specific, and of course it is only the general location of whatever computer you are using... but yes - your IP address can be used to locate your general area. Same goes with your email. Why do you think certain ads pop-up while you are online that are location specific? It's not a coincidence.
Today I read in the May 2012 Reader's Digest about Smart Pills. This is for real. Pharmaceutical companies are experimenting with technology that will allow them to put things in prescriptions meds, inside the actual pills, which will let doctors knows when/how often you take your meds.

No, not freaky. This is actually a very good idea. As a nursing student I know how hard it can be to maintain people on a proper medication regimen. Using this technology would allow medical staff to see if patients had been taking their medication on schedule, and this would allow for better care. There's no need to switch schizophrenic patient A to an entirely different drug if we know it isn't working simply because he isn't taking it.
