The only logical conclusion is that the math olympiad means exactly nothing, given the differences in quality of life in, say, France vs the quality of life in North Korea. Perhaps along the lines of the number of chess grandmasters -- meaningless.
Interesting: "North Korea was disqualified for cheating at the 32nd IMO in 1991 and the 51st IMO in 2010.[21] It is the only country to have been caught cheating" -- from the Wiki entry for International Mathematical Olympiad.
The selection process is different for this compared to the PISA tests.
In PISA we are #31 in Math.
I am glad to see that the best of the best can still compete and be up there in spite of not tracking anymore.
Let's simplify it a bit. The PISA tests measures the average of each country and then compares it to other countries while the IMO measures the top 0.1%, but only those interested in math. Despite claims we have taken away our attention from the top end, competitions such as IMO prove otherwise.
In the top ten, for example, only one Asian appears, and only three in the top twenty.
