Where for legal reasons, creative learning and approaches are banned to reduce the odds of legal disputes, instead of what makes kids learn the most

Is this in part to blame for a dumbing down of our education system?

Basically public schools to spend exorbitant hours in student handbooks and legal waivers and legally written syllabi and beyond for defense in litigation because of fear of lawsuit awards
