It all falls under Oregon's definition of abuse. And people here on other threads have made the case that the other examples I mentioned are "nobody's business" because they're intrafamily.
As far as two 16 year olds having sex, Oregon law defines that a 16 year old cannot give consent. You may agree or disagree but that's how the legislature there has defined age of consent.
Here's the thing, because that's become a mandatory report those people who are mandatory reporters have no choice, they have to report it or themselves face consequence. There is no gray area.
That gets drilled into your heads as a teacher at the beginning of every school year. My former system used to do it twice a year. Now, because of some issues the last couple years, the training is held at the beginning of every grading quarter. Four times a year.
Hell, it's gotten the point that if a kid doesn't have lunch money twice in a two week period the system has made that a mandatory report.
