I did a quick study abroad at the Universidad de Deusto in Bilbao, Spain, and some of the people I studied with went back for a graduate degree in business. They loved it, and I really enjoyed my short time there. I think I remember hearing that it was a good school for business. Bilbao itself was a very interesting little city and has a great location (15 minutes from the beach, near mountains, 4 hours to France).
Regarding terrorist stuff, the ETA typically targets government officials, so the average citizen isn't really in danger. Unless you're a public figure blocking Basque independence, you're fine. Actually, a lot of attacks seem to happen elsewhere in Spain, like Madrid. You don't have to speak Basque (most don't, even Basques), though you probably do have to know Spanish.
Hi Loathed! What is your level of French??? Because if you do not speak the language, you will not be able to take the French bac... If you are bilingual and master both French and English, written&oral, you could go for the OIB which is the French bac + options in US lit and history. If you really want to study in France, but do not speak the language, you may want to consider the IB which is the International Baccalaureate (mainly taught in English, Spanish, French...)... Good luck!
