Need to move some dirt out of my lawn. Is it legal to dump it in the desert?

No. "The desert" is comprised of parcels of privately owned land.

I think you'll also run the risk of getting busted for illegal dumping, plus you'd be contributing to a long-standing problem in the area. Maybe you can put this dirt and rock to work somehow, like Violet suggested.
