I have a friend who's father has bought several roosters to keep as pets. They live in a normal neighborhood. Is this ok or are is there an ordinance on these other certain types of pets. I couldn't find anything on the El paso city or county websites. She says they don't make alot of noise real early in the morning.

I think the city of El Paso bans most farm animals (including chickens) within the city limits.

I'm moving to El Paso soon and I had the same question (my daughters and I enjoy chicken-keeping) and here's the response I got from the city manager's office:

First of all welcome to El Paso. I am sure you will enjoy our weather
and mountains. Yes El Paso is poultry friendly. We have many citizens
that have requested fowl permits and have been granted. City ordinance
does require the pet owner must comply with certain permit requirements
such as; all fowl must kept confined in an enclosure, pen (s) must be at
least 30 feet from the nearest neighbors house and must be kept clean
and free of insects. Permit is renewed annually. We also strongly
recommend that before fowl is placed in premises, you talk to your
neighbors and make sure they do not object to the keeping of such
animal. If for some reason the animals in question do create a nuisance
and neighbors complain then the permit might be revoked or simply not
renewed. If you are planning on living on base then you would have to
direct your questions to Ft. Bliss. Please keep in touch with El Paso
Animal Services on your arrival and before fowl is placed on premises.
