Yes, and that speech was given in February of 2008. You also left out the beginning of the sentence--"“I believe that if our government is there to support you...this plant will be here for another hundred years." The government, under BUSH, did not support them, and the decision to shut down the plant was made in June of 2008. The plant was closed for all practical purposes and roughly 1200 employees were laid off by December of 2008, with the exception of one small 57 member line that had to finish a contract for Izusu. The contract was completed in April, at which time the plant was permanently closed.
GM potentially could have made the decision to reopen the Janesville plant with the auto bailout, but the decisions on which facilities to keep were left up to the auto manufacturers, and not to the federal government. Unless you are suggesting that the US government should have taken over management control of the auto plants along with the bailout,
there was nothing else that the feds could have done at that point.
