Water boarding does not fill the lungs with water. If it did, the subject would be drowned. I do not believe water boarding is torture, and it has provided us with valuable information that we otherwise would not have obtained.

I would say the NDAA certainly is a useful tool in this regard. NM "assassination lists". Though I suppose we can argue assassination isn't torture and neither is detention. Americans already detained under NDAA?
Our ambassador was tortured and murdered and Obama said this was a result of "natural protests" to a youtube flick. I don't think Obama is overly concerned about the torture of American citizens.
