They start out by calling registered voters, then as the election gets closer, they then slowly switch to likely voters as you get closer to the election.
The same is true every 2 years..
Doesn't your argument presume that the number of registered voters stay the same?
They havent called landline numbers only in ages..
Is it your theory that Obama will get 75% of the vote since landlines will vote Romney and thats all they are calling (per your argument)
Sure they do--it depends on the polling firm. Rasmussen and some of the other firms (eg. Gravis) that do robo calling only contact land lines, which is one reason why Rasmussen always comes out more favorably for Rs.
It's funny most people I know are conservatives and I cannot think of one with a landlines anymore, including my friends parents, of course they do not answer their cell phones when they are working and do not know the number as most of them actually do blue collar work. Now my grandparents and my in laws both have landlines, and they are as liberal as they come, even my racists grandparents refused to vote for president in the last election as they could not vote for a black man, and they damn sure were not going to vote for a republican.
I know you aren't trying to argue that a midterm is demographically similar to a general, are you?
That being said I don't know how accurate any land line is with the advent of caller ID.
State by state across the country did not show polls skewed in favor of Republicans in the 2010 midterms including in the statewide senate races.
The presidential election is actually like a series of state by state elections -- hence all of the polls that focus on "swing" or "battle ground" states.
This year the RCP average nailed the actual results in Wisconsin. RCP average of 6.7% and a final result of 6.8%. The statewide senate races showed fairly accurate performances of poll averages -- at least without any GOP positive skew.
This is something interesting i havent thought about it. The older demo who are going romney are more likely to have landlines only, compared to many younger-middle aged who use cell phones only. These polls only call landline numbers and underrepresent cell phone users(more likely obama supporters).
I don't know about where you live, but where I live ... in Chicago ... both parties are polling by callling cell numbers. I've received none on my land line, but several on the cell.

All I know is three times I told Romney people to take me off the call list and they are still calling me on my cell phone. I donate. I just don't want to be called.
You answer a call your put on the "list" which is then sold to others to call. Then after the election it will be sold to marketing firms to call etc. etc. etc. Just like when you answer an email they know they got a "live" one and you are up for sale. Don't answer if you don't know who is calling.
I have a landline, and caller id, I can also go online and block numbers from calling me, so I haven't answered calls from anyone but family and friends for years.
