The message on de Blasio's cap would likely be considered a parody of Mr. Trump's trademark (which is, IIRC, itself shamelessly copied from Ronald Reagan). Parody is a defense to trademark infringement.

Parody is protected use. For instance, Weird Al got away with using Star Wars names and characters, and compared to LucasFilm's intellectual property lawyers, Trump is a complete softie.
