Most MASS MURDERS are committed with legally acquired fire arms. As a gun owner I really think what we should do is:
1) End the War on Drugs. That's the source of most crime and murders.
2) Universal background check for gun purchases.
3) States should require that gun owners report any gun that is stolen in a robbery.
4) And if conservatives are so concerned about mass shootings being a "mental health problem" then start funding mental health screening programs and make treatment affordable beyond insurance.

Sorry. More significant is, again, that no specifics are given, the intent is to undermine the 2nd Amendment, and that there are many more real people across this fruited plain who aren't going to let that happen.

That sounds like an excellent plan to me. However, most Democrats would like to see more of a Chicago or D.C. model, not the well-though out plan you just put forth.

Nonsense.

Carson makes good point. If you are going to get shot, then it's worth it to at least attempt to stop shooter. Better than just standing there. Of course just one person there with a CCW could have ended this Thug's short reign of terror in short order.
