Sure. All it would take is 7 'bipartisan' House investigations at the cost of billions to the tax payer only to reach no conclusion, followed by Senate investigations that conclude nothing at the cost of billions to the tax payer. By that time, 8 years would be up and the president would be out anyway...

The real solution would be to not elect them in the first place...

25th Amendment, check Section 4, but my concern is all the red tape if the POTUS goes totally bonkers in a time of crisis!
