What is the legal procedure, if any President-Elect with a VP-Elect were to pass away before inauguration day? (voters, Congress)

What happens in the Federal Government, after an election, if both the President-Elect and VP-Elect both pass away before inauguration day?
Does the legal procedure go to the United States Senate?
I'm under the impression that The speaker of the house becomes president if the president elect dies before taking the oath of office. It is my understanding that the vice president does not enter the order of succession until he's sworn in.
If the electoral college has already met and certified that the candidate was officially elected President, the Vice President-elect is inaugurated in his place on January 20. The Speaker of The House does not come into play because there is no vacancy in the office - we already have a sitting President in place until Inauguration Day.
If the candidate dies between the election and the certification of electoral votes, the national committee of the winning party meets to select a new candidate to offer to the electoral college - however, if I recall correctly, different states have different laws controlling how their electors must cast their ballots in that situation.
Doesn't matter if before or after the electoral college....the VP would be named president.

My answer was correct, and neither of you have any idea what you're talking about.
Paul Ryan would become President on January 20th in most instances. It depends a little on whether the Electors have voted or not. If not then they can choose someone else. It gets a little murky if they have voted but the vote was not yet certified by congress. Opinions might differ on whether congress can certify dead people at that point. If death occurred after the vote was certified then Ryan would be president with an appointed VP.
Paul Ryan never enters into the picture, because the speaker can only replace a sitting President and Vice President if both should become dead or otherwise incapacitated during their constitutionally mandated term in office - he cannot succeed a sitting President and serve a 4-year term simply because the elected successor to the sitting President dies before taking office.
The Speaker of The House in November to mid- December 2016 has nothing at all to do with who is sworn in as President in January 2017.
