Rick Scott should be in prison. That a-hole defrauded Medicare and seniors out of billions of dollars as CEO of Columbia Health Care, including by charging Medicare for procedures that weren't necessary or didn't happen at all, adding false diagnoses to patient records to increase hospital reimbursements, the list goes on. Sure he was fined $1.7 billion yet while most people would be sitting in a cold cell, he gets to (probably) be Senator! Not to mention as governor he ignored calls for help from assisted living facilities, causing senior citizens to live in flooded buildings for days and 12 to die due to lack of air conditioning. These deaths were ruled a homicide, he should be charged with accessory to murder if not murder itself.
