His plan includes letting half of felons out of prison. I guess people weren't so thrilled when old Bernie wanted to let felons vote. So Pete took it a step further and decided to let them out of prison.

Douglass Plan: Pete Buttigieg rolls out policy blueprint for African Americans

https://www.usatoday.com/story/news/...ns/1704246001/

...He also would propose eliminating the death penalty by constitutional amendment, work to reduce the rate of incarceration by 50 percent — largely by eliminating jail time for certain drug possession offenses — and abolish private federal prisons. Buttigieg said he would incentivize states to address their own justice systems, saying incarceration, in some cases, leads to more crime....

No, his plan is to "work to reduce the rate of incarceration by 50 percent — largely by eliminating jail time for certain drug possession offenses "

This will save the country billions of dollars.

Felons? Nothing in his plan says it's specific to felons or felonies. Misdemeanors come into play also and are the largest in terms of volume.

How many people go to prison for a misdemeanor?

I love how liberals just come out to defend all these insane policies.

It says "jail time", not "prison time". Misdemeanors more likely get jail versus prison

I'm not sure how the following fits into this discussion; however, out of curiosity, I just found the following prison statistics:

According to the most recent Federal Bureau of Prisons' statistics, 45.3% of all incarcerated are there for drug offenses. I have no idea whether they are for felony or misdemeanor charges.

https://www.bop.gov/about/statistics...e_offenses.jsp

Other major statistics (Last Updated: Saturday, 6 July 2019):

80.6% are American citizens, 11.9% are Mexicans.
67.6% are non-Hispanic, 32.4% are Hispanics
92.9% are males.
58.7% are whites. 37.5% are blacks.

Not sure how I feel on that. I support the plan more if it incorporated a few of these:

One time pay back of Student loans. $30,000 if individual has an Associate's degree or Technical degree. $60,000 for an individual who has a Bachelor's degree. $90,000 for an individual who has a Master's degree. $120,000 for individual that has a Doctorate or degree at the Doctor level.

Reform Federal student aid for everyone. Individuals are eligible for $200,000 in Student aid for entire lifetime. Voucher's given out to full and part time student's. Individuals going for an Associate's or Technical degree are eligible for $25,000 in total. Bachelor's is $50,000. $75,000 for Master's. $100,000 for Doctorate degree. Individual must complete the program. If withdrawals due to circumstances that don't qualify as a hardship withdrawal have to pay 50% back of aid taken. Aid is given directly to the school that will apply the aid to the student's tuition, books/supplies, food, and housing.

Create formula for State's to use to create a living wage. Formula focuses on average cost of rent, gas, and food for one person. Also factors in State's income and sales tax into the formula. Anyone at minimum wage up to $2.40 above it Government issues a tax rebate to them.
$1,152 for one dependent and up to $4,608 for four.

$10,000 voucher for child care for those making $100,000 or less a year.

Decriminalize possession of illicit and illegal substances.

Abolish the Death Penalty and make it an Amendment.

Work in changing private prisons into rehabilitation centers. That is quasi funded by the Government.

Encourage at the State level to make reforms to their Judicial system.

I hope issue of slavery is placed in text books. That is important to learn about. Though the Civil War was started over Government overreach.

Increase funding to rural and areas of poverty. Work with States that these areas have equal education and access to education facilities that are equivalent to those in the State.

Legalize marijuana.

Create a Department of Mental Health and Addiction.

Abolish Common Core. Instead create a basic guideline for States to follow but can improve upon.

Create a Government health insurance that individuals can opt out of during the start of the year. Reform Medicaid. Eliminate Medicare anyone who reaches the age of 70 is automatically enrolled in a universal healthcare plan with 100% coverage.

Increase funding for public housing projects. Encourage States to work with contractors in creating low income housing developments.

Work with law enforcement in creating training that can improve and create a national program law enforcement officers can incorporate. Training focuses on cultural sensitivity, responding to individuals mentally ill, and within the LGBT community.

Government aid to those in the U.S. who's homes have been destroyed due to acts of terrorist. Particularly focusing on times during the Civil Rights era.

Place a 4 to 5 year limit individuals can receive Medicaid and Government Financial Assistance.

Reform taxes. Any income made in a year won't be taxed till individual reaches $30,000. Flat income tax of 30%. Government creates a budget at the start of the year. What ever is left over based off yearly income anyone making $500,000 or less is eligible for a tax rebate. If the Government goes over the budget no rebate. Do away with tax returns. States can still utilize tax returns if they chose to.

Decriminalize prostitution.

Any individual sentenced for possession of marijuana, illicit substance use, and/or prostitution would have their sentences adjusted.

How many drug users that are not selling or breaking the law otherwise do you think are being sent to prison? There was a time but those days are fast disappearing.

SFBayBoomer: that would be drug dealers or those committing crimes while on drugs or using drugs. This would not be simple drug users.
