Ummmm.... the rise of the internet and the dot-com boom was the primary reason. It had much more to do with Bill Gates than Bill Clinton.

I've seen firsthand the shortage of qualified people in the Silicon Valley.

For the sake of innovation, I dont blame companies for importing talent. 99% of them stay here and become huge additions to our workforce.
