The point you are missing is that given the three Democrat passed laws in CA, automatic registration, allowed ballot harvesting and a ballot mailed to every registered voter, a "voter" doesn't NEED to fill out the form and mail it. They can hand the unfilled out ballot to whomever comes to the door asking for it. They can even SELL the ballot for $20 if they play their cards right.

More to the point, in most locations, mail-in ballots only went to those who requested them.

There was a huge risk of cheating and possibly there was cheating. No one checked.

No one checks signatures. There were states in 2020 where the Democrats in charge ruled that a ballot COULD NOT BE CHALLENGED on signature mismatch alone. There is your "risk of cheating". We will never know how many illegal ballots were turned in.
