What do they hope to accomplish with a windfall profits tax? Is it supposed to be a punitive measure? Where would this tax go? I fail to see how punishing an industry which, at the moment, is our lifeblood will cure what ails us. Would the oil companies simply not try to pass whatever costs the government imposes on them to the consumer? They do have pricing power. In an industry with already low profit margins, how would exploration and drilling suffer?

Yes, quite the expert. Carter threw the Shah of Iran under the bus which ushered in the Islamic Revolution and the Middle East has been in unremitting turmoil and bloodshed for 30 years.

Very briefly and simplified - he pressured the Shah to make reforms, one of which was to let political prisoners out of prison which in itself is not bad. Many of them were the fundamentalists. He also got them to relax rules on public assembly, again, not bad. That created a dangerous environment for the Shah. The fundamentalists began to rebel and demonstrate etc. The Shah wanted to respond and wanted US help. Carter told hiim not to respond and did not offer assistance. The Shah was run out of the country and fundamentalism took over.
