Your post contains information on FYs 2006-2008. Palin's legislation would come into effect in FY 2011.

THE governor and legislation sets the budget every year. What the hell does 2011 have to do with it. Where I'm from, I live in the particular year the calender on the wall (if current) states. Week LIE standard BS has corrupted your thinking

Nothing has corrupted my thinking. I was just noting that you were comparing the FY 2006-2008 to the plans for 2011. I wasn't giving opinions so don't get all pissy-pants on me.

FY 07 Department of Education and Early Development Special Schools Component Budget Summary
Murkowski’s last budget year allocated $8,265,300 which included the Alaska Challenge Youth Academy.

FY 08 Operating Budget
In this chart it has the Alaska Challenge Youth Academy ($5,709,000) separate from the Special Schools program ($3,156,000). This totals to $8,865,000 which is an increase from 2007, a 7.26% increase. The trend continues into FY 2009 to the amount of $9,214,900.

this is cooking the numbers, this thread is discussing the 62 percent drop in 2008 for special schools programs.
for the rest of you, Government budgets are set each year, not 3 years in advance. A proposed budget means nothing. Remember "read my lips, no more taxes" We are in 2008, and in 2008, the budget has been RAPED by 5 million dollars. Why don't we discuss the way she rapes Alaskas 2009 budget in 2009. Sorry but a 62 percent cut is. Hell, I knew it was cold in alaska, but I just thought that was from the climate.

I just gave you links and explained why there was a 62% cut from FY07-08. It's because the Alaska Challenge Youth Academy is a separate line item from the Special Schools program. In FY 07 the Alaska Challenge Youth Academy is included in the Special Schools program. This makes it appear as if there is a 62% cut but when you figure them in together you see that there is actually a 7.26% increase. I gave you the links so all you have to do is read them. I also gave you a link showing you that the proposed budget for FY 09 would increase the allocated budget to $9,214,900, another increase.

FY 07
$8,265,300 - Special Schools (which included Alaska Challenge Youth Academy as a core service)

FY 08
$3,156,000 - Special School (without Alaska Challenge Youth Academy)
$5,709,000 - Alaska Challenge Youth Academy

$3,156,000+$5,709,000=$8,865,000
$8,865,000(FY08)>$8,265,300(FY07)

I don't know how to make it any clearer.
