In the last 10-12 years, Republicans have engaged in culture wars to get this segment. Now, with the economy impacting everyone negatively, people of all neck colors are realising that they need to vote on things more important than god/guns/gays.

I believe it originally described someone who worked outside and got a sunburned neck.
