So, would it be fair to say that, japanese automakers are receiving large incentives to build cars here?

Japan is the only country that I can think of who builds plants in the US. The reason isn't as benevolent as one might think. The cost of conducting business in Japan is extremely expensive. Having the world's highest corporate tax rates adds to cost of doing business in Japan.
