The Civil Rights Act of 1964 removed the literacy requirement for voting. Now, as long as you are a US citizen, 18 years old, and can find your polling place, you can vote. Perhaps Republicans should return to their stated goal in 1980 and eliminate the Department of Education so that communities can educate their own students.
