Well, we have gotten so used to living in a glorious, prosperous, peaceful, energy independent, secure nation for the last eight years under the Bush administration, that I can understand your concern. Funny how we forget the Carter administration.
That was the worst in American history.
Actually if you really think about it Bush
did OK....
Carter was our worst president!

To get back to the OP's question, you're probably remembering the State of the Union address, which typically takes place in late January in the evening.

Look at it as a good opportunity to find prospects to add to your mental midget, I mean Ignore, list. If the post is all sarcasm or histrionic with no ability or openness to logical debate, best to add to the list. And to get back on topic.. the oath is always noon with the inauguration speech immediately following. And since FDR the inauguration has always been in January. Prior to FDR.. inaugurations were in March.
