I am in Salem and not Eugene, but here is the Oregon Department of Education's report cards. They rate the schools performance annually. You will want to pick schools that consistently get strong to exceptional ratings. THere are several to choose from in Eugene. The school district is Eugene, so just scroll down to that and it will bring all of the schools up.

4J school district is considered the best, but be aware that all Oregon schools are being hammered by budget cuts at the moment. I don't know how much that will affect IEP kids as there is federal money available.
