Italy has about 70 percent of the best architectural masterworks in Europe. Comparing Italian cities with other European cities is highly irrelevant. Comparing Rome, Venice, Florence, Sienna, Modena, Naples with Paris, London, Madrid, Barcelona or Dresden is extremely ridiculous. It is just like comparing the White House with the Parthenon.

Italy does not have a monopoly with the best architecture in Europe that you claim it has.
France is the best competitor with Italy for architecture, and might even surpass Italy in this category.
These are the best European countries for architecture that do well in this category: France, Italy, Austria, Spain, Czech Republic, UK/England, Switzerland, Netherlands, Belgium, Denmark, Sweden, Germany, Russia.
There are most of the European cities with the best, high quality, impressive, and elegant architecture:
Paris
Vienna
Prague
London
Brussels
Amsterdam
Copenhagen
Genoa
Venice
Florence
Rome
Milan
Barcelona
Madrid
Lyon
Grenoble
Lille
Nice
Marseille
Zurich
Geneva
Innsbruck
Saint Petersburg
Berlin
Leipzig
Dresden
Stockholm

Why did plenty of people forget to say the other French cities outside of Paris such as Lyon, Grenoble, Nice, Marseille, Cannes, Lille, Toulouse, Bordeaux, Strasbourg, Versailles, Montpellier, Bayonne, Lourdes etc.?
They were not even included in the poll. More Austrian and Croatian cities were mentioned in the poll than French cities.
That did not happen with all of the places that were said all over Italy.
Berlin, Paris, Madrid, London. They are all awesome. Then we have Prague, Munich, Luzern, Amsterdam, also very typical and personal, smaller buildings.
But if we say "elegant" I choose Madrid and Paris.
Europe has also tons of "hidden gems", smaller cities with great architecture. I'm thinking about cities like Aigues-Mortes, Canterbury, Salzburg, Ghent, York, Heidelberg, Nîmes, Pozna, Rothenburg, Portofino, Delft, Volendam, Toledo, Ronda, Conwy, Carcassonne, Amalfi, Sintra etcetera etcetera.

Well I not been to Europe but here is the following I would believe would be the best
(Not in order)
Paris
Rome
Madrid
London
Prague
Brussels
Krakow
Heidelburg
Salzburg
Venice
