We can not quite make out the spelling. The second word is a city in Germany called Heilbronn.

It's two words.

R-a-t-h-?-?-s Heilbronn.

The 2nd ? looks like an "i" but above the letter is what looks like a circle and not a dot like seen in the word Heilbronn.

Any ideas?

What is the *expression* connected to ?
Looks like:
Rathaus Heilbron ? (Town Hall)

Are you sure there are two *n*s in the word Heilbron ?

No such *single* word as *rath*, but the first three letters are OK -- Rat
Then the next one *h*, could be another word.

Strange, that on the picture, the *u* has an *umlaut* or trema on it ...

So there is a "Rathaus" in Heilbronn too. Not just in Hameln.

The letters "u" and "n" used to be written completely the same way, so they put a little dash on top of the "u" to make it a little bit easier to distinguish them.
