Technically you can live in Finland for that if you're a permanent resident, except for Helsinki and the countryside where you need a car.

Let's assume you pay 500€ in rent, and the government subsidies cover around 70% of that, so you'll pay 250€.

Water: 10€
Electricity, assuming no luxuries: 15-20€
Internet: 20-27€
Laundromat: 8€
Public transport: 45€ (or bike in summer, so 0€)
Food, assuming 4€ a day: 120€
Barber: 15€
Phone: 10-15€

444€ in summertime, 489€ in the 3-4 winter months.

I spent several weeks in Berlin in 2012, and I was surprised at how inexpensive it was in the German capital city. I stayed at a simple Pension in the eastern side of the city. I checked out a few apartments that were for rent on the street where I was staying, and 3 room apartments (kitchen, living room, 1 bedroom, 1 bath about 50 sq mtr) were renting for about €400-450 per month. This was a clean, decent neighborhood just 15 minutes by streetcar from Alexanderplatz (downtown Berlin). Also less than 1 km to a Berlin S-Bahn city rail station.

Berlin is a perplexingly cheap Western capital. You can easily rent a decent room for 300€, groceries are fairly cheap, and a bike will do you wonders. It's very decentralized, but it works to your advantage since each borough has some sort of commercial area. It is getting more expensive quickly though.

Germany is sounding very nice. Who would have thought the most powerful country in Europe would be one of the cheapest.

Living on 614 euros is not easy anywhere in Europe except places that are cheap for a reason.
In Germany there are "two rents" as they call it, and since there is a severe shortage of affordable housing, you will have to compete with students for ridiculous dumps. To lead a decent life in Germany you need at least 750 euros a month.

I suggest you go to Portugal outside the big cities. There you can find decent apartments for 200 to 250 euros a month, sometimes with utilities included. There is no second rent as in Germany. Internet is also better than in Germany. The weather is nicer and so are people

I am in the process of moving to this place in Portugal:

I can walk to the beach:

250 euros for a lovely studio downtown, 300 including utilities.

Is that Sines? Have you been to that area just south of Porto Covo?

No. The photos are of Setúbal.

Sines is much smaller, but nice, the old town I mean, not the huge industrial area

Yeah, I know what you mean. I went to a beach around there with a Portuguese guy a couple of years back. We were driving towards this big oil refinery on the coast when he declared that we were nearly arrived. Made me nervous, but it was well out of sight by the time we got to the beach.

Yes, it is a strange place, quite remote, too remote for most people not working in those factories or the port. Prices in Sines are quite high, actually, it's hard to find a nice affordable apartment there.
