Parisians don't have the time or the need to go at the Eiffel tower.
The tower is located in one of the least interesting area of Central Paris. You don't go in this area if you don't have a reason to go there.
I never really got the concept of paying to go up a structure. Most of the time there is a free option to have a nice view elsewhere (as it is the case in Paris) and things like the Eiffel Tower are more beautiful from a distance and not when you are actually on it.
What what, you never went up the Helsinki Olympic Stadium Tower?
My ex was french from outside paris (Auxerre) about 40 minutes from paris city center and he never went up to the eiffel tower.... come to think of it he just never really went to paris much.
He hated going into paris (traffic is heavy, you can't even walk because of tourists, too busy, too loud, to chaotic for him) actually I knew more about paris than he did, I would be the one taking him to the best places and so on, he was completely off of his element in that city!
