What is Madeira's political problem? Can you explain the Jardim situation a bit.
I'm definitely interested in Portugal, just don't know much about Madeira or Jardim.
Madeira is an autonomous region of Portugal, pretty independent from the mainland. And that guy is indeed the president of it, which I'm afraid also says a lot about the people there voting for him again and again. There doesn't seem to be any limit to the number of terms. Usually it is 2 terms in most countries.
(By the way it is Tenerife, not Terife, and in terms of analogy Funchal is the major city of Madeira (which in turn is both the archipelago and the biggest island of that), whereas Tenerife is the island, the major city of which is Santa Cruz. So it would look like this:
Funchal/Madeira/Madeira/Portugal vs Santa Cruz/Tenerife/Canary Islands/Spain)
