Any town of 17k people here in Italy has a post office, most likely a cinema, several grocery stores of various sizes, a handful of bars and pubs, a few restaurants and pizza places. I know because there's one town of such size 20 kilometers and my aunt is from there.

At my place all those services are present also in "towns" of just 5000 inhabitants or so. But I live in a Valley, and so the situation is probably a little different. In the plain towns tend to be larger than in here
