It would be right saying that milan and paris are the cities of the refined abd european fashion,while ny,london,tokio and others are more cities of new energic fashion?

London is overrated

I'd say Paris, NYC

I would add some cities in the developing world where fashion is important (Buenos Aires, Sydney)
