The wealthy in France have been rowing with the government over taxes, and taking themselves elsewhere before the Muslim issue arose. The Muslim issue is only adding impetus to an already existing problem.

No he predicted an Exodus of the wealthy out of Europe. It's happening primarily with France, Italy, and Greece.
