In the EU? Not all European countries in E. or W. Europe are EU members.
What is a European?
A current Citizen born in a European (or EU) country?
A current Citizen born outside a European (or EU) country?
A person who was born in a European (or EU), but has lost/renounced their original citizenship and obtained the citizenship of a European (or EU) country?
A person who was born in a European (or EU), but has permanently immigrated outside the region, but has not gotten (or even sought) a new citizenship?
And where does this put current citizens of a European (or EU) country, born in in Europe (or the EU), but who are considered by citizens of their own European country to be, first and foremost, non-ethnic members of the human race, for example Romani people and, in Denmark, where anyone whose ancestors migrated from Africa or the middle East, or South Asia?
No wonder France and Paris win every poll on this forum.
