Well, all Belarusians can speak Russian.
Just Lukashenko speaks it with a Belarusian accent and sounds like a typical local redneck

Our President speaks Finnish, Swedish, English and French.
Our Prime Minister speaks Finnish, English and acceptable Swedish. He is probably our first prime minister of the last 5 who doesn't speak at least 4 languages.

Our last President who didn't speak English was J. K. Paasikivi who left his post in 1956. He spoke Swedish, German, French and Russian, though.

a French President speaking English? Are you crazy? I know the world is completely messed up, but not to that point yet.

painfully short has a new meaning now.

Manuel Valls, I don't think so either, or maybe he does? Spanish for sure but English, no idea.

and anyway, who cares...

The only Italian 'politician' (let me use the term) who speaks good English is Mario Draghi or, at least, that I can think of.

The way Renzi speaks English is the subject of a lot of jokes and parodies on the internet.

He's improved since his first few months as president, he still makes some glaring mistakes though

He's decent when compared to Berlusconi, which tells more about how proficent Berlusconi is in English than anything:

Bush's trying not to laugh and even complimenting him show that his diplomatic skills that time around were brilliant (a shame they weren't brilliant when it mattered)

Isn't Russian also the native language of the vast majority of Belarusians and that the Belarusian language is only spoken by a minority?

That's true. It's more or less like in Ireland where English took over Gaelic.
However, there are Belarusian language enthusiasts, and their number is growing.
